Chelsea Middlebrook, PM, VSP

Chelsea Middlebrook, PM, VSP, serves as Programs Director for I AM VOICES. With more than a decade of experience in healthcare operations, human services, community support, and advocacy, Chelsea brings a unique combination of compassionate leadership and operational expertise to the organization.

Throughout her career, Chelsea has worked closely with individuals and families navigating healthcare needs, trauma, crisis, and other challenges affecting their stability and well-being. Her experience includes leading multidisciplinary teams, coordinating client services, improving organizational processes, developing policies and procedures, monitoring program outcomes, and building partnerships with healthcare providers, community organizations, funders, and local agencies.

As Programs Director, Chelsea oversees I AM VOICES’ survivor-centered housing, case management, advocacy, and supportive services. She provides leadership in participant intake, individualized service planning, crisis response, staff and intern development, program compliance, performance monitoring, and continuous quality improvement. Her ability to combine structure, accountability, and compassion helps ensure that survivors receive consistent, culturally responsive, and individualized care.

Chelsea is credentialed through the South Carolina Attorney General’s Office as a Victim Service Provider specializing in human trafficking. Her professional experience and commitment to trauma-informed, survivor-centered care make her well equipped to lead programs that help survivors achieve safety, stability, healing, and greater independence.

A native of Charleston, South Carolina, Chelsea is deeply committed to serving and strengthening her community. She is a servant leader and community advocate who believes every survivor deserves to be heard, supported, and given the opportunity to rebuild and thrive. Outside of her work, Chelsea is a devoted wife, proud mother of two, and avid gardener.
